The Commission on Taxation and Welfare (CoTW) was established in April 2021. It was tasked with reviewing how best the taxation and welfare system can support economic activity, employment and income redistribution.
The CoTW launched a public consultation to gather broad perspectives on how Ireland’s taxation and welfare systems should be structured. The Institute responded to this in January 2022, making 40 recommendations based on member feedback. The CoTW also held an open public meeting and a stakeholder forum to engage with a wide audience in information sharing and discussion. The Institute participated in both events.
Following the intensive stakeholder engagement, the CoTW delivered its report, Foundations for the Future: Report of the Commission on Taxation and Welfare, to the Minister for Finance in July 2022. The report was published in September 2022 and contains 116 recommendations which may influence future reforms to Ireland’s taxation and welfare systems.
